Policy Levering Society: Agreement Mobilization of the Village Action: An Anthropology of Policy Study of New Countryside Construction in Dong Town of South Anhui

During the age of Policy (Resource) Going to the Countryside, how the state policies lever the rural society and how the latter counteracts to the former have already been high on the research agenda. Adopting the perspective of anthropology of policy for research, this paper takes the “agreement mobilization” necessary for the village to accept polices as analytical framework and carries out an in-depth investigation of the experiences of New Countryside Construction in Dong Town of south Anhui province. The paper has found that “agreement mobilization” for the village to accept polices is an enlarged process of “policy agreement circle”. Its success depends both on the adeptness of rural cadres’statement and interpretation of state policies to mobilize the villagers to agree and the social values that already exist within the countryside to facilitate “agreement mobilization”. “Agreement mobilization” may embody certain fluctuation in the process of policy implementation since interest restructuring and the occurrences it triggers may change the strength of mobilization.
