Policy Choice of China's Long-term Care System

Abstract

The aging issue has been on the national agenda for over 30 years. Since the 21st century, social endowment insurance and community service for the aging population have already been incorporated in national policies. But by now, China’s undertaking of aging has not distinguished between the long-term care service for the disabled elders and the elderly care service, no matter in aspect of guiding principles or policy-making. Using "the elderly care service" to cover or even substitute for "the long-term care service" leads to inaccurate policy targeting, imbalanced structure, shortage of human resources, and even a severely inadequate care for the disabled elders and those with dementia. Under such a grim situation where the urban and rural population suffering from dementia already has achieved nearly 40 million, China's Third Five-year Plan has made it a top national priority to formulate an independent long-term care policy planning. The project construction of policy foundations admits of no delay.
