The Role of Cooperatives in Agricultural Technology Extension: A Mechanism and Reality Review

Abstract

Based on the essential provisions of cooperatives, this paper explains the mechanism of cooperatives to extend agricultural technology, and uses the random survey data of 402 cooperatives in Jiangsu, Sichuan and Jilin provinces to investigate the agricultural technology extension of cooperatives in reality. The results show that cooperatives play a limited role in agricultural technology extension in reality. This is because most cooperatives are not governed in accordance with the essential provisions of cooperatives, the elements of cooperatives are weak or even missing, and the premise that cooperatives are conducive to the agricultural technology extension no longer exists. Further research found that the cooperatives with more cooperative elements have stronger technical service functions, which indirectly confirmed the hypothesis that "the veritable cooperatives are conducive to play the role of agricultural technology extension". Finally, this paper gives policy suggestions to promote cooperatives to play the role of agricultural technology extension.
