Neoliberal Globalization, Flexible Accumulation and the Adaptability Dilemma of the Welfare State System

Abstract

The tremendous changes that have occurred in the capitalist political-economic system in recent decades have had a profound impact on the labor market and the ability of laborers worldwide to move. Neoliberal globalization is a double-edged sword. On the one hand, it profoundly changes the production organization form and labor process, profoundly adjusts labor relations, and exposes workers to new and more uncertain risks. Therefore, the state should come forward to provide more substantial welfare support. On the other hand, it also severely restricts the welfare state system based on central macro-control, making it difficult to perform Keynesian employment protection and welfare support. The welfare paradox implied here is that neoliberal globalization cannot be without a welfare state, but neoliberal globalization cannot coexist with the welfare state system. China's welfare system reform should not simply imitate the Western welfare state system. After all, this system faces the dilemma of adaptability of the times.
