Research on the Legalization of Government's Business  Environment Construction: A Case Study of a Certain City

Abstract

The rule of law is the best foundation for a conducive business  environment. Currently, the level of legalization in grassroots government  is still in need of improvement at the national level. As a top-ranked  county (city) in the 2021 Business Environment Index, a certain city has  innovatively implemented various measures aimed at optimizing the  institutional policy system and fostering a legalized business  environment. This article, in conjunction with the exemplary measures  taken in this particular city for the construction of a legalized business  environment, presents a pathway for grassroots government to enhance  the rule of law in the business environment: implementation of  institutional safeguards and diversified law-based law enforcement and  social governance.
