Abstract

Occupational accident injuries among flexible employment workers are an endogenous social risk in economic development. Especially with the continuous expansion of the scale of flexible employment workers in new economic developments or new formats, reducing the impact of occupational injury risks for these workers has become an unavoidable important responsibility in the reform of the social security system. Considering the completeness characteristics of the existing basic social insurance system, the design of occupational accident injury insurance for flexible employment workers is necessarily a component of incremental gradual reform. Whether it is optimizing and improving the existing work-related injury insurance system or redesigning a new type of occupational accident injury insurance for flexible employment workers while retaining the existing work-related injury insurance system, the essential nature or policy purpose remains unchanged, which is a decentralized governance mechanism for occupational accident injury risks.
