Outline of China's "Welfare Society"

In the past decade, the concept of a "welfare society" has become a focal point in China's social policy research. This article argues that the emergence of China's welfare society is marked by several key factors: improving public welfare as a core developmental goal, adopting universal policies as the primary principle of social policy, undergoing structural transformations in social expenditures, establishing a diverse funding-sharing mechanism, and systematizing and institutionalizing public welfare policies. The sustainable development of China's welfare society is crucial to its transformation from a major power to a global power. Key aspects of this transition include achieving a positive cycle of economic development and welfare improvement, reforming national social policy, increasing social investment in children and families, and emphasizing empowering social services. The paper also proposes the concept of a "new welfare society" as the core content of an ideal "good society."
