Research on the Implementation of Anti-Domestic Violence Policies: A Case Study of Shanghai

Domestic violence against women is a serious social issue in China. On the one hand, domestic violence causes severe harm to women's physical and mental health as well as their personal safety. On the other hand, it can lead to the breakdown of marriages and families, threatening social safety and stability. To effectively curb domestic violence, both the national and Shanghai governments have enacted relevant policies and laws, taking a series of measures to intervene, which have played an irreplaceable role. However, many shortcomings remain. For instance, after the introduction of anti-domestic violence policies and laws, there have been no specific action plans or accompanying material and financial support. As a result, policy implementers often do not know how to proceed in many situations based solely on these legal provisions. Therefore, in addition to focusing on domestic violence itself, it is essential to examine the implementation of anti-domestic violence policies. This helps to identify factors affecting policy implementation and highlight existing problems, which will aid in improving the effectiveness of anti-domestic violence policies.
