The Achievements of China' s Social Policy Development since the Beginning of the New Century and the Current Problems

Abstract

The first decade in the new century is the golden age for the development of China s social policy. After experiencing the state-unit social welfare mode under the planned economic system and the weakened mode of social policy since the reform and opening up, China has witnessed remarkable adjustments in social policy after entering the new century. The adjustments were realized by shifting the over-dependence on the mar- ket in the past and introducing more state interventions to compensate the deficiencies of market mechanisms in securing people's livelihood. Through over ten years develop- ment, China has initially formed a relatively comprehensive social policy system and greatly improved its social welfare level, thus greatly protecting and improving people s livelihood. In general, Chinas social policy development has accomplished great break- throughs in the new century. However, for achieving the aim of building an all-round well-off society, the current social policy system still has some shortcomings: first, the overall welfare level is inadequate; second, the participation of social forces is still weak; third, the equity of social policy needs to be further improved. To this end, this paper puts forward some major issues in the current development of China s social policy.
